The label angle matters too. The moment a listing makes a health or effect claim, you've potentially moved it out of "ordinary food". Two identical jars treated differently based purely on the marketing.

anecdote not law but a jar i brought back years ago was labelled plain wildflower honey, nothing else on it. zero questions. whether that means it was fine or just not noticed i have no clue. probably says more about labels than about legality tbh

@TrailTori honestly that's the most useful data point here, because it shows the gap between what's allowed and what happens. People constantly collapse those two.
