So the safest takeaway is: check your destination’s food import rules, follow liquids rules, and don’t assume because someone else did it once?

Exactly. And avoid sensational language on labels/descriptions, words like banned create unnecessary problems.

Yep, please don’t call it banned while traveling. That makes Nepal look like it’s selling something illegal, and it escalates attention for no reason.
